I'm not sure if anyone fully answered your question. You have to unzip the file into your "...\Steam\steamapps\(your account name)\team fortress 2\tf" folder first. Then as uber-exile said, simply open your console (which you can enable in options>controls>advanced controls), and then type "playdemo" or "viewdemo" followed by the name of the demo you downloaded.
i like how every update of the source engine it forgets how to play demos of the previous version. never was an issue on hl1 engine :*( (i mean a 1.6 demo from 3 years ago still works, yes 1.5 -> 1.6 doesnt work)
basically the way to play a tf2 demo is save your pipe grenades for emergencies like against scouts or taking down sentries and use stickies to set traps or spamming

Gotfrag TF2 admins aren't taking care of it on their end.
